What do Pact Partners do?
Lead by example
- Show how your organisation is taking practical steps to tackle climate change and related environmental challenges.
- Share what’s working, what you’ve learned and how others can do the same.
Encourage others to get involved
- Motivate people, organisations and governments to take meaningful climate action.
- Use your platform to highlight important issues and help get others involved.
Build connections
- Link up with organisations across Europe who care about climate action.
- Share useful insights and updates on EU climate policy to keep everyone informed and engaged.
Join the community
- Take part in Climate Pact events with Country Coordinators, Ambassadors and fellow Partners (at least twice a year).
- Stay active in online groups and keep the conversation going.
- Keep in touch with the Pact team, and share your updates so they can help spread the word.
Help spread the climate message
- Share Climate Pact campaigns and updates through your own channels.
- Make your tools, guides and know-how available to others via the Knowledge Hub.
- Invite new Partners to join and help grow the Community.
- Team up with others to run events and activities in your area.

Why become a Pact Partner?

Who can apply?
A Climate Pact Partner is an organisation ready to accelerate the green transition by engaging communities, amplifying climate action, and connecting people and ideas across borders. Partners act as trusted voices, mobilising networks and delivering impactful initiatives that support the European Climate Pact’s mission.
To apply to become a Pact Partner, your organisation must:
- be based in an EU Member State
- be a membership organisation, be part of a network or do outreach to various stakeholders
- belong to one of the below categories:
- non-profit organisations (NGOs, networks, associations, alliances, charities)
- education, culture and scientific organisations (universities, research institutes, museums, scientific associations, foundations, schools)
- public sector organisations, local government, government agencies (e.g. Department of Health) and international organisations (e.g. Environmental Protection Agency)
- demonstrate a commitment to climate action
- have no known history of public allegations, in particular regarding environmental misconduct or greenwashing, involving you or any of your affiliated organisation(s).
One of the European Commission's priorities is to ensure a just and inclusive transition. We therefore particularly encourage commitments and actions that reach individuals or groups with lower levels of climate awareness and/or people who are currently less engaged in climate action. We also welcome applications from organisations with experience in social inclusion, poverty eradication and support for vulnerable groups.
What are the guidelines?
Selected Partners must:
- Attend the Partners onboarding meeting at the beginning of their mandate and review the onboarding materials provided.
- Organise at least three specific actions for the year. These may include:
- organising climate-related events
- coordinating climate initiatives, projects or campaigns
- communicating on climate action
- engaging with community groups
- Participate in European Climate Pact activities:
- EU-level engagement: Take part in at least two events at the European level (online or in person) organised by the Pact Secretariat during the mandate.
- National-level engagement: Participate in at least two events or activities in your country organised by your Country Coordinator. For pan-European organisations that are not active in one specific country, participate in at least four EU-level events (online or in person).
- Annually report on these activities and participation to be eligible for renewal.
- Uphold the Climate Pact’s values and follow the Secretariat’s guidelines when carrying out your activities.
- Connect and maintain regular contact with the Climate Pact Secretariat (European-level activities) and your Country Coordinator (national activities, if applicable).
- Engage actively with the Pact Community at national and/or European levels via online groups.
- Respond to requests related to onboarding, reporting and renewal in a timely manner.
- When asked, share Pact-related messages, achievements and campaigns through your own networks and online platforms.
- Contribute to visibility by collaborating with the Climate Pact’s communication channels.
- Include the European Climate Pact logo on your website and use the Pact logo and communication guidelines when organising Pact-related activities and events.
IMPORTANT NOTE: Please read the below section carefully. Breaches may result in immediate termination of your partnership.
Selected Partners must not:
- Claim to work for or speak on behalf of the European Commission or the Climate Pact Secretariat. Partnership does not constitute a professional affiliation with the European Commission.
- Imply that your organisation’s views, activities or initiatives are officially endorsed by the European Commission or the Climate Pact Secretariat due to your Partner role.
- Expect compensation or reimbursement from the European Commission or Pact Secretariat for your time or activities, including travel, unless you have been explicitly invited to travel as a speaker, moderator or organiser as part of Pact activities in your capacity as a Partner.
- Use your role as a Pact Partner to seek undue advantage, including for personal or commercial promotion or profit, or to benefit from your role in contexts unrelated to advancing the Pact and its objectives.
- Use your title for greenwashing purposes, i.e. for deceptive or misleading practices to portray your organisation as more environmentally friendly or sustainable than it is. This includes making false or exaggerated claims about the environmental credentials of a product, service, company or organisation.
Partners who, in the view of the European Commission, fail to comply with the above requirements will have their partnership terminated.
Friends of the Pact
Not ready to apply as a Partner, but still want to be part of the Climate Pact community and show your support? We’d love you to join us as a Friend of the Pact.
Who is eligible?
Anyone living or based in the EU can become a Friend of the Pact – from community groups, educators and local leaders to young changemakers, businesses and organisations who have applied to be Partners in the past.
What do Friends of the Pact do?
You can choose how active you’d like to be – whether that’s simply staying informed, sharing ideas and updates with your networks, or taking part in campaigns and activities from time to time.
What do you get access to?
You’ll get access to newsletters and resources, national updates and events, and early invitations to EU-level events. You’ll also have the chance to take part in challenges and campaigns.
