The EU Social Climate Fund offers a range of tools and resources to support vulnerable households, transport users and small businesses as we transition to cleaner, more affordable energy and mobility solutions.

The collection brings together legal guidance, technical documents, good practice notes and expert insights, giving Member States the practical support they need to prepare and implement Social Climate Plans.

The goal is simple but essential: to ensure the green transition is fair, inclusive and accessible, so that people and small businesses most exposed to rising energy and transport costs are not left behind.

The materials cover key topics such as preparing Social Climate Plans, applying the ‘do no significant harm’ principle, identifying cost-effective measures, engaging citizens and coordinating with national authorities and expert groups across Europe. A concise factsheet is also available for quick reference.
