At this hybrid event we will discuss important topics for the European Union, local governments, citizens in Rakvere, such as the need for building the European Climate Adaptation Plan in Europe.

Implementing its principles requires innovative ways to increase investments and utilize existing European funds. Besides becoming more resilient in the face of extreme weather events, the EU. LRA -s and its citizens also need to adapt to a structural change in climate and weather patterns which is affecting the socio-economic fabric in local areas all year round.

Climate Adaptation - covering public and private assets against extreme climate events is becoming increasingly costly. It is essential to consider developing a suitable EU-wide solidarity mechanism, for example a reinsurance mechanism, to share the asymmetrically rising costs of insurance across geographical areas and economic activities, which are unevenly affected, to face more intense and frequent climate disasters and to adapt local societies and economies to new local climate patterns.
