Procurement Power: Buying for Competitiveness and Clean Industrial Growth will take place as a partner event of Brussels Climate Week, convened by Climate Group in partnership with ECOS.
The event will be held as an in-person roundtable dialogue, bringing together representatives from industry, subnational governments, EU institutions and technical organisations to explore how public procurement can be used as a stronger lever to advance both climate action and European competitiveness, using low-carbon steel and concrete as practical case studies. Against the backdrop of the EU’s evolving clean industrial agenda and the proposed Public Procurement Act, the discussion will focus on how green public procurement can help create credible demand for lower-carbon materials, strengthen market signals for industry and support investment in cleaner production.
The roundtable will examine two core questions: what capacity, guidance, tools and technical support public buyers need to operationalise green procurement effectively; and what makes public procurement a credible market signal capable of scaling lower-carbon steel and concrete while supporting European competitiveness.
The session will combine an opening policy perspective, short technical inputs and a moderated roundtable discussion. It aims to identify practical implementation and capacity gaps, lessons from existing procurement approaches and priority areas for action, generating practical recommendations for strengthening green public procurement and supporting the development of competitive low-carbon markets in Europe.
