Sustainability mission
Elsinore municipality’s plan for climate and sustainability supports the municipality’s goal of reducing emissions to 1.7-ton CO2 pr. citizen by 2030, and its goal to obtain climate neutrality by 2045. These goals shall be met through significant reductions of emissions in all sectors, including (but not restricted to), transport, electricity and district heating, agriculture and industry. To achieve these goals, the plan includes 11 subgoals, which have been set for 2030.
Overall, these will contribute to a changed behavior in the municipality’s citizens and businesses, and focusses on measures, which work in different spheres, such as mobility, education, energy, housing and procurement.
Therefore, they require both an intern cooperation within the municipality’s administration, citizens, the local utility and businesses, and cooperation with other municipalities. This ensures that all stakeholders are involved in the process of creating a sustainable and attractive municipality.
Furthermore, the plan supports the global goals for sustainable development by including them in the municipality’s policies and strategies.

How we want to achieve this – our roadmap
- Quantify and report all GHG emissions from sources located within the city/region boundary
- Have a recent city/region-wide GHG emissions inventory or undertake it within the next two years
- Disclose a breakdown of GHG emissions figures (direct and/or indirect) by sector, including Industrial processes and product use (IPPU) and Agriculture, Forestry and other land use (AFOLU)
- Have a published city/region plan that addresses climate change mitigation
- Have GHG emissions reduction targets
