Sustainability mission

The Barcelona Climate Emergency Action Plan (Barcelona Climate Plan) promotes a sustainable city model to cut pollutant emissions and keep global warming under 1.5 ºC, as set out in the Paris Agreement in 2015.

Specifically, the municipal roadmap, designed in collaboration with organisations and members of the public, is aimed at cutting emissions by 50% per head by 2030 and becoming carbon neutral by 2050.

The Barcelona Climate Plan, updated in 2021 as the Barcelona Climate emergency action plan for 2030, received the award by the Covenant of Mayors for Climate and Energy for the best initiative by a major European city in 2018.

To achieve these goals, the plan includes 234measures in four main areas: mitigation of the effects of climate change, adaptation of the city to its consequences, special support for those most vulnerable and public co-responsibility in the struggle.

The overall focus and cross-cutting nature of the plan, its scope and its efficiency have been recognised in the first edition of the Covenant Cities in the Spotlight awards, given by the Covenant of Mayors for Climate and Energy. The award comes in addition to the certification from the C40 Cities Climate Leadership Network, which already recognised the quality of the Climate Plan.

The Climate Emergency Action Plan focuses on municipal measures which work in various spheres, such as housing, mobility, the economy, water, greenery, health, waste management and consumption.

The Plan is divided up into five areas of action and eighteen lines of action. The areas of action correspond to the major issues that the plan is intended to address directly and cross-cuttingly."
