Cities are undisputed protagonists in the fight against climate change. To support cities in achieving climate neutrality, the European Union launched the "100 Climate-Neutral and Smart Cities by 2030" Mission (the so-called City Mission) in 2022, under the Horizon Europe program. The 100 European cities selected to become climate-neutral by 2030 will serve as hubs for experimentation and innovation for all other cities that are expected to follow suit by 2050.
In this context, the CapaCITIES project under Horizon Europe supports and connects national and regional authorities, national ministries, funding agencies, and agencies responsible for urban transitions in their efforts to implement the City Mission at the national level. To this end, CapaCITIES is testing national platforms in 15 European countries, which are very different from each other, to facilitate collaboration among multiple levels and actors and create favorable conditions for cities to achieve climate neutrality more rapidly. In this regard, CapaCITIES is laying the groundwork for the establishment of a network of national ambassadors to stimulate transnational municipal cooperation, strengthen awareness of the urgency and potential of urban transitions toward climate neutrality, and help mobilize urban stakeholders during and beyond the project's duration.
