"We are going to engage with EU and G20 representatives through the Civil 20 process (the formal G20 engagement group representing civil society) and at COP28. We are going to urge countries to make serious pledges on key issues at the G20 Leaders Summit in September and COP28 in December. The final goal is to have our demands included in the G20 Leaders' Declaration and the COP28 Cover Decision. The following are the demands to be discussed:

We are going to engage with EU and G20 representatives through the Civil 20 process (the formal G20 engagement group representing civil society) and at COP28. We are going to urge countries to make serious pledges on key issues at the G20 Leaders Summit in September and COP28 in December. The final goal is to have our demands included in the G20 Leaders' Declaration and the COP28 Cover Decision.
The following are the demands to be discussed:
- Provide the overdue $100 billion USD per year by 2020, using the Global Stocktake at COP28 to set a clear deadline to fill this gap. Push for the establishment in 2024 of a New Collective Quantified Goal that reflects the actual needs of vulnerable countries, (see report of the Independent High-Level Expert Group on Climate Finance, which estimates $2.4 trillion per year - half to be provided internationally).
- This finance should be new and additional to official development assistance (0.7% of gross national income) and provided through grants or highly concessional loans to avoid debt-creating instruments. Reporting should also be transparent, so as not to overestimate a project’s impact on emission reduction;
- At COP28, identify the financing gaps for the costs of loss and damage, and make concrete pledges with clear timelines for the new Loss and Damage Finance Facility. Commit to establish new, innovative sources of funding, like a tax on the windfall profits of fossil fuel companies and a tax on greenhouse gas emissions from the aviation and shipping sectors;
- Immediately ban any new fossil fuel exploration and infrastructure project, in line with the International Energy Agency’s Net Zero by 2050 report, which concludes that the development of new oil and gas fields is incompatible with the 1.5°C target;
- Pledge to equitably phase out all unabated fossil fuels by 2050, under the principle of Common but Differentiated Responsibilities and Respective Capabilities. This should be in line with the scenarios compatible with a temperature increase of 1.5°C with no or limited overshoot, which require global greenhouse gas emission to fall 48% (compared to 2019 levels) by 2030, 84% by 2050 and to reach net-zero in the early 2050s;
- Pledge to phase out unabated coal by 2030 in advanced economies, and by 2040 worldwide, as per the IEA’s Net Zero by 2050 1.5°C scenarios;
- Set clear timelines to phase out fossil fuel subsidies, which disproportionately benefit the wealthy, and redirect this revenue gain into targeted support for poor households. Promote the sharing of best practices among countries on how to design and implement subsidies reform plans;
- Ensure a human rights-based approach in Nationally Determined Contributions (NDCs): countries’ climate policies and programmes must clearly indicate how human rights were integrated in their design and implementation, with a special focus on the rights of indigenous people and other vulnerable groups. Consultation with the impacted groups must be guaranteed through every phase of the process.

Emissions
Reforms to internal operations:
- We are going to switch to vegetarian catering for all the events we organise, beginning with our annual General Assembly (April 2023).
- Members all over Europe pledge to travel by train to reach the venue of the SPARK consortium event in March 2023 (Bologna, Italy) and the April 2023 General Assembly (Milan, Italy). This will save from 2.5 to 15.7 tons CO2e (50 members).
- Members pledge to join the relevant summits (C20, G20, COPs) virtually whenever possible, which would save 1238.98 kg CO2e for the C20/G20 delegation (1 member) and 12.4 tons CO2e for the COP delegation (10 members).
