Day of Action - Q&A Responses

How can EU Climate Pact Ambassadors take part in COP26? Will the Commission or the EEAS involve them in preparations or during the event?

The European Climate Pact is currently exploring different possibilities for participating in COP26. The Pact Secretariat will reach out to Climate Pact Ambassadors, if it becomes feasible for them to participate in COP26. One way will be in the context of Peer Parliaments - we will be looking for Ambassadors to run these deliberative discussions with their networks to bring their voices to the COP in Glasgow.

Some targeted materials could help the Ambassadors to be more effective (T-shirts, a dedicated logo etc.), especially towards students. Is this possible in a short space of time? Can you plan a budget for the Ambassadors' actions?

The Pact Secretariat has distributed communication materials, including a logo, to Climate Pact Ambassadors. (Many of these materials are available through the Pact's resource centre here: https://europa.eu/climate-pact/resources/communications-toolkit_en), further resources will be available on the Community Hub (https://europa.eu/climate-pact/ambassadors/join-community_en)

The Climate Pact is exploring possibilities for supporting of Pact Ambassadors activities via in kind support.  Funding as such would need to be from third parties (e.g. via matchmaking with philanthropists or donors), since being an Ambassador does not involve direct financial support from the European Commission.

How can you become an Ambassador and defend the Climate Pact within a community and/or professional environment?

The Climate Pact welcomes applications to become a Climate Pact Ambassador from anyone interested in climate action, either as an individual or on behalf of an organisation.

For further information, please see https://europa.eu/climate-pact/ambassadors/become-ambassador_en and, to apply, please see https://ec.europa.eu/eusurvey/runner/ClimatePactAmbassadors

We are in the National Schools Network. Can we partner with Ambassadors, and if so, how?

The best way to partner with the Climate Pact Ambassadors is to become a Climate Pact Ambassador. For further information, please see https://europa.eu/climate-pact/ambassadors/become-ambassador_en and, to apply, please see https://ec.europa.eu/eusurvey/runner/ClimatePactAmbassadors There will be specific opportunities for schools and teachers in cooperation with Education for Climate coalition.

How can we help to convince more and more people to join the Ambassadors movement?

The best way to encourage other people to become Climate Pact Ambassadors is to become an Ambassador yourself and to tell them about the actions that you and fellow Ambassadors have taken.

For further information, please see https://europa.eu/climate-pact/ambassadors/become-ambassador_en and, to apply, please see https://ec.europa.eu/eusurvey/runner/ClimatePactAmbassadors

Are there already any social partners (Trade Unions and business) among the Climate Pact Ambassadors?

There are social partners among the Climate Pact Ambassadors. To view profiles of all Ambassadors, please see https://europa.eu/climate-pact/ambassadors/meet-our-ambassadors_en

The EU should find a way to involve and strongly encourage Climate Ambassadors and activists from neighbouring countries and even from other continents. Climate issues should be tackled via global actions and commitments.

The European Climate Pact welcomes applications from people from outside the EU as well as inside. As we are only starting out, we are not yet offering specific support to non-EU Ambassadors but they are welcome to join and network.

To view profiles of all Ambassadors, please see https://europa.eu/climate-pact/ambassadors/meet-our-ambassadors_en

What happens next for the Ambassadors? How do we stay in touch? How do we reach regional representatives? How do we reach the Climate Pact team to collaborate?

The Climate Pact Community Hub provides a space for the Ambassadors to connect, develop and implement climate solutions, big and small, share ideas and best practices with each other. Community Hub is an online platform where we bring mobilised parties together – for connection and networking between likeminded people. For more information and to log in, please see https://climate-pact.network.europa.eu/book-page/about-climate-pact-community

Country coordinators reach out to Ambassadors shortly after they are formally accepted.  Country coordinators should be able to answer most enquiries from Ambassadors in relation to their Ambassadorship but, for any further enquiries relating to Ambassadorship, please email the Climate Pact Secretariat at ambassadorsateuclimatepact [dot] eu (ambassadors[at]euclimatepact[dot]eu). For other kinds of enquiry, please email the Climate Pact Secretariat at contactateuclimatepact [dot] eu (contact[at]euclimatepact[dot]eu)

When will the EU unlock a communication platform for Ambassadors? We work on Slack so far, but unfortunately not all of us are connected yet.

I submitted my application to become an Ambassador on the 1st of May. However I have not got any information back yet.

Thank you for applying to become a Climate Pact Ambassador.  The Pact Secretariat is processing an overwhelming number of applications and will respond to yours before August.

Don't climate change actions hinder the development efforts of developing countries?

The EU is committed to supporting clean, sustainable development internationally, and over a third of the world’s public climate finance comes from the EU and its Member States.

You can find more information here: https://ec.europa.eu/clima/policies/international/finance_en

We risk trivialising the challenge of reaching beyond the small group of the 'already convinced' in the climate movement. How will the Pact build communities that take actions that are not difficult but where the aggregate matters?

The role of Ambassadors of the European Climate Pact is to inform, inspire and support climate action in their communities and networks, as set out here: https://europa.eu/climate-pact/ambassadors/become-ambassador_en . This involves reaching out to people and organisations that are not already convinced of the need to take climate actions. We believe Ambassadors are the best multipliers - let us know if you have any ideas on how to 'reach the unreachable'.
Also, the Pact’s pledging platforms (for individuals and organisations) offer menus of concrete actions that communities, organisations and individual citizens can commit themselves to taking. See https://europa.eu/climate-pact/pledges_en for further details. We will also provide materials for the Ambassadors and other stakeholders to run Peer Parliaments - deliberative discussions with their networks to reach more citizens.

Achieving SDGs is so much more important now that COVID-19 has reversed global progress. How can the Climate Pact focus more on this?

The European Commission’s six priorities encompass all 17 Sustainable Development Goals, as set out here: https://ec.europa.eu/info/strategy/international-strategies/sustainable-development-goals/eu-holistic-approach-sustainable-development_en. (The European Green Deal is one of those six priorities and encompasses 12 SDGs. See https://ec.europa.eu/info/strategy/priorities-2019-2024/european-green-deal/delivering-european-green-deal_en for further details on the European Green Deal.) The European Climate Pact is designed to enable people, communities and organisations to take actions that serve to implement the solutions outlined in the European Green Deal.  Collectively, actions taken under the European Climate Pact will therefore help make progress towards those 12 SDGs – and, in practice, towards the other 5 SDGs as well.

I would like to get in touch with my government about climate change, especially about the mucilage that has covered the whole Marmara Sea. Could I work with the Pact in order to do so?

Yes. To do this, you could become a Climate Pact Ambassador – see https://europa.eu/climate-pact/ambassadors/become-ambassador_en – and propose an action relating to the mucilage in the Marmara Sea and network with others interested in this topic. You could also hold an event relating to the mucilage in the Marmara Sea and apply to the Pact Secretariat to promote it as a satellite event, see https://europa.eu/climate-pact/register-satellite-event_en

How are you engaging businesses practically to be part of this change? Is the European Commission supporting businesses in the first place? If so, through which kind of practical measures?

The European Climate Pact welcomes applications from businesses, as well as other organisations, to become European Climate Pact Ambassadors – see https://europa.eu/climate-pact/ambassadors/become-ambassador_en – and encourages businesses to make climate action pledges – see for more details and benefits of applying: https://europa.eu/climate-pact/pledges/organisation-and-group-pledging_en .

What are the pledges for a liveable and sustainable world from the politicians and deciders at the EU-level and the different national levels - and where we could find them?

The European Climate Pact is primarily a platform for citizens and organisations. It aims to connect people, support a grassroots climate movement and encourage  individual pledges and behavioural changes for the benefit of the climate.

At EU-level, our pledge is the European Green Deal - a roadmap to transform Europe into a modern, resource-efficient and competitive economy. The EU is committed to reducing net greenhouse gas emissions by 55% by 2030, and achieving climate neutrality by 2050. You can find more information about the  European Green Deal, supported by the European Climate Pact at https://ec.europa.eu/info/strategy/priorities-2019-2024/european-green-deal/delivering-european-green-deal_en

The European Commission is also committed to making itself more sustainable as an institution, and has put plans in place to become climate-neutral by 2030.

For an overview of national climate action progress, there are different independent organisations that track the climate action policies and progress of countries, such as the Climate Change Performance Index (https://ccpi.org/) or Climate Action Tracker (https://climateactiontracker.org/).

After the signed Declaration of Honour, what is the next step to pledge as an organisation?

Please see https://europa.eu/climate-pact/pledges/organisation-and-group-pledging_en for information regarding organisational pledging, including how to make a pledge.

Where I could find information on which pledges have the most of impact - for example: no meat, no/less flying.

The European Climate Pact partners with Count Us In, a global pledging platform showing the relative impacts of a variety of pledges, see https://www.count-us-in.org/en-gb/businesses/eu-climate-pact/campaigns/euclimatepact/

A coordinated, common action towards schools should be carried out by the Commission, using Ambassadors as main actors. Is the Commission planning such an initiative?

The Education for Climate coalition is a participatory and co-created initiative aiming to engage the education community at EU, national, regional and local levels.  It is linked to the European Climate Pact.  For further details, see: https://education-for-climate.ec.europa.eu/_en

"Food waste", "too much protein": the true problem about our diet is too much meat. What are the EU's plans to transform our agricultural sector? Will meat subsidies gradually disappear in order to put that money to better use?

The European Commission’s “Farm to Fork” strategy aims to make food systems fair, healthy and environmentally-friendly, is at the heart of the European Green Deal, and includes elements on food  waste prevention as well as sustainable production and consumption, among others. For further information, please see: https://ec.europa.eu/food/horizontal-topics/farm-fork-strategy_en

What is the Commission's plan on promoting sustainable development in developing countries?

As part of the EU's efforts to achieve its climate and energy goals in line with the Paris Agreement and the 2030 UN Sustainable Development Goals (SDGs), the European Union strongly supports the transition to a low-carbon, more resource-efficient and sustainable economy.  The EU and its member states contribute to climate action beyond their borders too, by collectively being the largest provider of public climate finance in the world, around one-third. In 2019, they provided funding to developing countries worth €21.9 billion.

For further information, please see: https://www.consilium.europa.eu/en/policies/climate-finance/ and https://ec.europa.eu/clima/policies/international/finance_en

Could the EU ensure that the prices of products and services start to include hidden costs, i.e. the environmental and social effects of their production, sales, use and final disposal?

Within the European Commission’s European Green Deal the Circular Economy Action Plan targets how products are designed, promotes more circular processes in our economy, encourages sustainable consumption, and aims to reduce waste and ensure that resources used are kept in the EU economy for as long as possible. For further details, see: https://ec.europa.eu/environment/strategy/circular-economy-action-plan_en

Additionally, the European Commission has launched the Green Consumption Pledge, an initiative that encourages businesses to become more climate-friendly by, for example, reducing their carbon footprint or producing more sustainable products. For further details, see:  https://ec.europa.eu/info/policies/consumers/consumer-protection/green-consumption-pledge-initiative_en

The regulatory process - at European and national level - is too slow compared to the urgency of climate change. How can this be changed?

The EU recognises the urgency of taking immediate action on climate change to preserve the health, prosperity, and well-being of people in Europe and all over the world. We have raised the EU ambition, making a net greenhouse gas emissions reduction of -55% by 2030 a binding commitment in the European Climate Law. Our comprehensive impact assessment accompanying the 2020 Communication Stepping up Europe’s 2030 climate ambition, sets out that this level of ambition puts the EU on a balanced and credible pathway to achieve its objective of climate neutrality by 2050. This raised ambition also represents a significant increase in the EU's Nationally Determined Contribution under the Paris Agreement, and sets the stage for the upcoming UN climate negotiations in Glasgow.

Through the European Green Deal launched by the European Commission and supported by the European Climate Pact, all 27 EU Member States are committed to making the EU  the first climate-neutral continent in the world by 2050.

For further information, please see https://ec.europa.eu/info/strategy/priorities-2019-2024/european-green-deal/delivering-european-green-deal_en#leading-the-third-industrial-revolution and https://ec.europa.eu/commission/presscorner/detail/en/ip_21_3541

Will the EU guarantee that low waste or no waste products are fully available everywhere in Europe at affordable prices? I believe that consumers will not choose more sustainable products if prices are so high

I would like to know if there is a programme of reducing the transport of goods, and promoting local production for food and industrial goods. Maybe a carbon tax? This could promote local economies against globalisation

While the EU is raising its own climate ambition, less stringent environmental and climate policies are in force in some non-EU countries. This has the potential to put EU and global climate efforts at risk if industries transfer polluting production to other countries with less ambitious climate policies, or if EU products are replaced by more carbon-intensive imports. To tackle this issue, the European Commission has proposed a Carbon Border Adjustment Mechanism to put a fair price on the carbon emitted during production, and to encourage cleaner industry in non-EU countries. For further details, please see: https://ec.europa.eu/commission/presscorner/detail/en/fs_21_3666

You are talking a lot about reducing emissions, zero waste solutions, eco-food, eco-traveling but what about hard solutions for urban heat islands, green infrastructure based on nature, and biodiversity? We face big problems in these sectors every day

The European Green Deal, supported by the European Climate Pact, includes a renovation strategy (see https://ec.europa.eu/energy/topics/energy-efficiency/energy-efficient-buildings/renovation-wave_en ) and a biodiversity strategy (see https://ec.europa.eu/environment/strategy/biodiversity-strategy-2030_en )

When will our municipalities receive dedicated funding amounting to 25% of the municipal budget for the next 15 years to begin the transformation? This ambitious EU target is not feasible from today's municipal budgets.

Supporting job creation, business competitiveness, economic growth, sustainable development, and improving citizens’ quality of life, the EU's Cohesion Policy targets all regions and cities in the European Union and is delivered through specific funds. For further details, see https://ec.europa.eu/regional_policy/en/policy/what/investment-policy/

In my country (Turkey) we cannot act collaboratively or make policies, and we are one of the top carbon emission producing countries. Do you have any plans to reach countries that are not willing to take action?

Countering the climate crisis has to be a global effort - Europe has to do its part, but all countries must come on board in order to limit global temperature rise to 1.5 degrees centigrade. The European Union is a leader in climate diplomacy - working both in multilateral fora and at a bilateral level on promoting ambitious global climate goals and actions in pursuit of a planetary transition towards climate neutrality.  For further details, see: https://www.consilium.europa.eu/en/policies/climate-change/climate-external-policy/

Also, the European Climate Pact welcomes applications from people from outside the EU as well as inside. To view profiles of all onboarded Ambassadors, please see https://europa.eu/climate-pact/ambassadors/meet-our-ambassadors_en

Procurement functions in companies are in a prime spot to drive changes and buy green. How can the Commission reach out to them? There are non-profits involved in this, so reach out to them! For instance SPP.Earth etc.

Climate Pact Ambassadors who represent businesses can play a key role in greening their companies' supply chains as well as their own company.  For further details of the role of Ambassadors, see: https://europa.eu/climate-pact/ambassadors/become-ambassador_en . This involves reaching out to people and organisations that are not already convinced of the need to take climate actions. Also, the Pact’s pledging platforms offer menus of concrete actions that communities, organisations and individual citizens can commit themselves to taking. See https://europa.eu/climate-pact/pledges_en for further details.

EVP Timmermans, you say that students and the youth have educated their parents and created the movement. But the fight against Climate change and for ecology is still very elitist. How do you intend to change that and raise awareness among all population

Where can we get official and updated data on climate-related matters, in order to teach correctly? For instance, where can I get a reliable source of data demonstrating how much food we all waste everyday?

For the European Commission's resources library on food waste, please see: https://ec.europa.eu/food/safety/food-waste/resources-library_en

If you teach students between 11-17 years old, explore the interactive site “Our planet, our future” https://ec.europa.eu/clima/sites/youth/node_en  to learn about the science of climate change, what's happening across the EU and how we can all do our bit to fight climate change. In addition, the Teacher’s Hub  https://ec.europa.eu/clima/sites/youth/teachers_en offers a selection of classroom activities and relevant materials to help you structure your classes and engage students with interactive exercises.

Is it possible to commit to net zero emissions by 2050 in our world?

Yes, certainly. The European Union seeks to lead the world by example in doing so. The comprehensive impact assessment of Europe’s 2030 climate ambition shows that this level of ambition puts the EU on a balanced and credible pathway to achieve its objective of climate neutrality by 2050. This raised ambition also represents a significant increase in the EU's Nationally Determined Contribution under the Paris Agreement, and sets the stage for the upcoming UN climate negotiations at COP26 in Glasgow.

Besides behavioural change in our consumption, what - in your opinion - can be done about the unequal distribution of food while maintaining climate ambitions?

For an overview of EU policies, projects, and research and innovation activities on sustainable food systems, please see: https://knowledge4policy.ec.europa.eu/global-food-nutrition-security/topic/sustainable-food-systems/navigation-page/eu-action-sustainable-food-systems_en

As Mr. Timmermans was saying about collecting seedlings in your own area, would it be an idea to try to plant these seedlings next Spring, and connect these green spots across Europe? #EUClimate PACT trees corridor.

Under the European Green Deal, the EU biodiversity strategy for 2030 commits to planting at least 3 billion additional trees in the EU by 2030. The additional trees need to be planted and grown in full respect of ecological principles. This means that the right tree has to be planted in the right place and for the right purpose. This requires long term planning and monitoring. For further details, please see: https://ec.europa.eu/environment/3-billion-trees_en

How can I understand if a climate action is not - with a deeper view - a greenwashing case?

Greenwashing is the act of misleading people about the environmental practices of a company or the environmental benefits of a product or service, usually with the aim of improving reputation, or securing or winning new custom.

One of the Pact's values is "No greenwashing" Pledges will be registered in such a way as to demonstrate that participants' commitments are concrete, public, and transparent. The Commission will develop an appropriate way to monitor progress, with different levels of scrutiny depending on the participant’s capacity. There are people between the ages of 18-30 that don't think that climate change is a big problem. What can we do to actually convince them?

The role of Ambassadors of the European Climate Pact is to inform, inspire and support climate action in their communities and networks, as set out here: https://europa.eu/climate-pact/ambassadors/become-ambassador_en . This involves reaching out to people and organisations that are not already convinced of the need to take climate actions.
